The South Boston September 1 Turnover Checklist for Landlords
- Start in early spring: decide on renewals, list vacant units and book contractors before the summer rush.
- Renew your Boston rental registration by July 1, and plan move-out inspections for the last days of August.
- Give each new tenant a deposit receipt and a signed statement of condition within 10 days.
- Return a departing tenant's deposit within 30 days, with an itemized, signed damage list and receipts.
In South Boston, a huge share of leases end on August 31 and start on September 1. Cleaners, painters, movers and handymen are all booked at once, and a unit that isn't ready on the 1st can cost you a tenant. The owners who get through it calmly start months earlier. Here's the plan we'd follow.
The South Boston turnover timeline
| When | What to do |
|---|---|
| February to March | Ask current tenants whether they plan to renew. Check your lease for any notice terms, and decide which units you'll relist. |
| March to May | List vacant units, schedule showings, screen applicants and sign leases. Book cleaners, painters and any repair work for August 31 and September 1. |
| By July 1 | Renew your Boston rental registration for every unit. |
| Early August | Confirm contractor dates in writing, order any parts or appliances, and send outgoing tenants move-out instructions. |
| Last week of August | Do a pre-move-out walkthrough, so there are no surprises on the 31st. |
| August 31 to September 1 | Inspect and photograph each unit, collect keys, change or rekey locks, clean, touch up and hand over keys. |
| Within 10 days of move-in | Give the new tenant a signed statement of condition, if you took a security deposit. |
| Within 30 days of move-out | Return the outgoing tenant's deposit and any interest, or send a signed, itemized damage list with receipts. |
| September 15 | Heating season starts. Make sure the heat works before then. |
Spring: lease early
Good South Boston units often lease months ahead of September. Listing in spring gives you more time to screen carefully instead of taking the first applicant in August. If you hire a broker to lease the unit, remember that you now pay that broker's fee. See our guide to the Massachusetts broker fee law before you sign a listing agreement.
Spring is also when to book your turnover crew. Ask cleaners and painters to hold specific dates for the last day of August and the first of September, and get it in writing.
Summer: paperwork and prep
Boston requires every rental unit to be registered each year by July 1, and the City doesn't send a bill. Our rental registration and inspection guide covers fees and the five-year inspection.
If your building was built before 1978 and a child under six is moving in, the Lead Law applies, and deleading has to be done by licensed professionals. Plan that work for the vacancy window, not after move-in. Our lead law guide explains the steps.
Turnover day: what to check
With one day between tenants, a punch list keeps everyone moving:
- Inspect and photograph every room as the old tenant leaves, with dated photos.
- Collect every key, fob and remote, then change or rekey the locks.
- Test smoke and carbon monoxide detectors, heat, hot water, appliances and outlets.
- Check windows, screens and locks, and look for leaks under sinks and around tubs.
- Clean and touch up paint, and replace worn filters and bulbs.
- Handle bulky trash properly. Massachusetts doesn't allow mattresses in regular trash. Boston picks them up by appointment for buildings of six units or fewer; larger buildings need a private hauler.

Start your intakeDeposits: the rules that cost owners money
Security deposit mistakes are some of the most expensive in Massachusetts. A few basics from the state's guidance:
- A deposit can't be more than one month's rent, and you must give a written receipt when you take it.
- Within 10 days, give the tenant a signed statement describing the unit's condition. The tenant has 15 days to return a corrected copy.
- When a tenant moves out, return the deposit and any interest within 30 days.
- To keep any part of it for damage, give the tenant a signed, itemized list with all estimates, bills or receipts within the same 30 days. Normal wear and tear, like routine painting or carpet shampooing, can't be deducted.
Miss these steps and you can lose the right to keep any of the deposit. Holding the deposit has its own rules too, so read the state's pages or talk with your attorney.
Parking: help your new tenant settle in
Parking is the first question many new Southie tenants ask. A few things worth passing along:
- Moving trucks. Tenants can reserve two spaces for a moving truck through the City. Online requests must be made at least 15 days ahead and no more than eight weeks out. Around August 31 to September 2, the City also blocks off some common moving spots.
- Resident parking permits are free, but the car has to be registered in Massachusetts at the tenant's Boston address. A signed lease can count as proof of residency when it starts within 30 days of applying.
A short welcome note with these links, trash and recycling days, and who to call for repairs goes a long way toward a tenant who renews next year.
